Update account notification preferences

PATCH /v1/notifications/preferences

Partially merge sections (Chat, Strategy and Trade booleans only) and/or strategies: [{ id, onTradeFill }] into Core account preferences. Never send Billing or Important switches. Returns { preferences, strategyResults } after reading the canonical preferences back from Core. strategyResults[].status: not_found means an active subscription no longer exists; refresh the list instead of treating it as saved. The merge is non-atomic: re-read preferences after an error. Validation failures return 400; upstream client errors preserve their status; unavailable or malformed upstream responses return 502. This API changes notification preferences only; it cannot run, subscribe to, stop or trade a strategy.
