POST /v1/runtime-preferences/critical-unlock：签发短时有效的解锁令牌，让后续偏好写入可将关键级开关切换到危险方向。

签发短时有效的解锁令牌，让后续 PUT /v1/runtime-preferences 可将关键级开关切换到危险方向。可选请求体 ttlMs 设置有效期，默认为 5 分钟。PUT 请求仍需要输入确认的确认回执。
